My Opinion: The Hostage Crisis in Manila Could Have Been Bloodless

The Philippine National police admitted they made blunders in yesterday's horrific hostage-drama on Hongkong tourists that led to a bloody assault leaving nine (9) of the tourists dead.



The Philippine SWAT team fired bullets into the bus, smashed windows with sledgehammers in an attempt to take over the bus but were eventually forced to wait outside looking helpless on live national TV coverage. During this time, the hijacker, a disgruntled ex-policeman, used the hostages as human shield

The world watched the shoot-out live on television and the Manila police commander Leocadio Santiago admitted mistakes had been made.

“We saw some obvious shortcomings in terms of capability and tactics used, or the procedure employed and we are now going to investigate this,” Santiago said on local television.

The 12-hour ordeal of poor and innocent Hongkong Tourists began when a disgruntled ex-policeman armed with an M-16 assault rifle hijacked the bus carrying 25 people.
It all ended tragically brought about the many flaws in the ability of Philippine security forces to handle the hostage situation.

The President of the Philippines, Benigno Aquino III said nne of the problems he emphasised was the way the crisis played out through the media, with the gunman being allowed to speak on radio and watch events live on the bus’s television, giving him insights into police actions. President Aquino believed that waiting more than 10 hours before storming the bus was the right course of action, because police believed until that point they could convince the gunman to stand down.

However, as the media, the millions of viewers around the world, the relatives of the victims and the Hong Kong government awaits, the event blew up into circumstances beyond control.

The lack of strategic planning and lousy professional standards of the Philippine SWAT team made us all angry and sad. Our own police force is an effing joke.


One survivor said that police should not have waited so long before taking action and I totally agree of this.

“There were so many people on the bus — no one came to our rescue. Why?” said Mrs Leung.

Hong Kong media said Mrs Leung’s husband had died in a hail of bullets as he tried to protect his wife. The couple’s three children aged 14, 18 and 21 were also on the bus and remained unaccounted for, according to the reports.

There were many instances that the police could have cleanly taken out the hijacker.

The gunman, former senior inspector Rolando Mendoza, hijacked the bus in a crazed attempt to clear his name from charges of extortion that led to him being discharged from the police force in 2008. Mendoza, 55, had demanded that the ombudsman re-open an investigation into his case, which centered on accusations he tried to extort money from a man who was accused of drug trafficking.

One of the first things the negotiators should have done upon arriving on the scene of a hostage crisis is find out as much as possible about the hostage-taker. The most basic question is: Why did this person take a hostage? There are a few common reasons.

Clearly, Mendoza, the heavily-armed hostage-taker is emotionally or mentally disturbed. His specific reason for taking hostage of the Hongkong Tourists is illogical from the start thus; he is suicidal and he is a great threat to those innocent Hongkong Tourists as this is an unplanned hostage taking.

And during unplanned hostage takings, the hijacker is already expected to use these tourists as human shields to protect himself from any sudden assault. Like in all the other hostage-taking cases, the hijacker panics and grabs a hostage to help himself escape and/or stay alive. Although hostages are part of a plan used by professional criminals to aid in their escape it is usually unplanned.

I am no expert of this but i understand prolong the situation can help end peacefully a hostage situation. However, while keeping things calm and making deals, the negotiators' primary concern should have been the safety of the hostages against this armed hijacker and to end the agony when there's an open opportunity or clear shot like in the photos above, should have been taking.

I'm not saying that the snipers should have made the shot right through the heart... they should have simultaneously hit him directly on both shoulders, feet and legs that will enable him to use any weapon at all. Four shots could have been made to end it all and this could have avoided the bloody end.
